Bilkisu Talatu Ahmad holds a Bachelor of Science (B.Sc) degree in Public Administration from University of Maiduguri, Borno State, and a Masters degree (M.Sc) in Public Administration and Policy Analysis from University of Abuja, FCT. She is a Fellow of the Chartered Institute of Human Resources and Strategic Management Nigeria (FCIHRSM). Fellow, Chartered Institute of Public Diplomacy and Management, CIPDM. She is a Certified Humanitarian from the Institute for Humanitarian Studies and Social Development. (IHSD). Member, The Nigerian Institute of International Affairs, MNIIA.
She serves as the pioneer Director of Human Resource Management at the Agency, where she has been instrumental in establishing the Department and laying a solid foundation for strategic HR practices. Before her appointment as the pioneer Director of Human Resource Management, she served as the Acting Director of Administration and was later confirmed as the substantive Director of Administration. In that capacity, she led several transformative initiatives, including the streamlining of administrative processes, enhancement of staff welfare programs, and the successful implementation of the Performance Management System for staff appraisal. Her exceptional leadership and strategic foresight in administration laid the groundwork for her pioneering role in establishing and directing the Human Resource Management Department of the Agency.
She is a seasoned and astute professional with a proven track record in Human Resources, Administration and Leadership. With 27 years of experience in these fields, she has successfully overseen and managed diverse functions and collaboration among stakeholders to bring operational effectiveness, efficiency and excellence in service delivery.
She has consistently demonstrated absolute commitment to innovation, team collaboration and result oriented approaches. Her leadership and experience has consistently contributed to the success and growth of the Agency.
